CILIFO attended the United Nations Climate Change Conference

The CILIFO project, financed by FEDER funds through the Interreg VA Spain-Portugal POCTEP Cross-border Cooperation Program (2014-2020) was presented past 11 of December in Madrid, in the United Nations Climate Change Conference as an example of good practice for climate change adaptation and mitigation. The presentation was carried out by the Andalusian Regional Government, Ministry of Agriculture, Livestock, Fisheries and Sustainable Development, and by the Finnova Foundation and the University of Évora, all beneficiaries of the project.

On the occasion of the United Nations Climate Change Conference and within the framework of the CILIFO project, Finnova Foundation organized in Madrid, on December 11, in the Mare Nostrum Space of IFEMA Exhibition Center, the presentation of the CILIFO project as an example of good practices to fight climate change. The presentation was carried out by the Junta de Andalucía, Ministry of Agriculture, Livestock, Fisheries and Sustainable Development, and by the Finnova Foundation and the University of Evora, all beneficiaries of the project. The event was structured in three round tables whose titles where: “Cooperation and Governance for innovation and prevention in fire-fighting and burned areas restoration”, “Public-private partnership for innovation in fire-fighting” and “Open innovation, StartUps and EU Funding”. Besides, upon completion, the StartUp Europe Awards in the Fire-fighting category were awarded.

Over the three round tables, the CILIFO project was present (Iberian Centre for Research and Forest Firefighting). CILIFO is a cross-border cooperation project Spain-Portugal whose main objective lies under the creation of a center to promote, train and cooperate in innovation in the field of prevention and forest fire-fighting. CILIFO has the highest budget in the field of fires (24,6 M€) financed by the Cross-border Cooperation Program INTERREG V-A Spain-Portugal (POCTEP) 2014-2020.

Francisco José Gutiérrez (Secretary General of Environment, Water and Climate Change of the Ministry of Agriculture, Livestock, Fisheries and Sustainable Development of the Andalusian Regional Government), Juan Manuel Revuelta (General Manager of FINNOVA Foundation) and Ana Luisa Lourido (Advanced Technician and Manager of the CILIFO project of the Universidade de Évora) emphasized the importance of research, cooperation and innovation in combating firefighting. All of them highlighted the importance of CILIFO as good practices and project example that pursues with their action’s mitigation and adaptation to climate change.

CILIFO has the Firefighting Open Innovation Lab, which was launched at the COP25 event. The Firefighting Open Innovation Lab is an accelerator of business innovations (startups, scaleups) made to fight against forest fires and the mitigation and adaptation of climate change. The Firefighting Open Innovation Lab is an accelerator that is managed by the Finnova Foundation and is based in Seville. Its main purpose is to promote a network of incubators, under a worldwide private-public partnership scheme to fight against forest fires and the mitigation and adaptation to climate change.

To conclude, the Startup Europe Awards in the Firefighting category were given to Drone Hopper, represented by its CEO Ana Pérez. Drone Hopper is dedicated to the design, manufacture and commercialization of large cargo drones, made for firefighting and environmental protection.

CILIFO will participate in the United Nations Climate Change Conference

The CILIFO project, financed by the ERDF funds through the Interreg VA Spain-Portugal POCTEP cross-border cooperation program (2014-2020), will participate, represented by the main beneficiary (Junta de Andalucía, Ministry of Agriculture, Livestock, Fisheries and Sustainable Development) and the Finnova Foundation at the United Nations Climate Change Conference.

On the occasion of the United Nations Climate Change Conference (https://www.ifema.es/en/cop25) and within the framework of the CILIFO project, the Finnova Foundation will organize in Madrid on December 11 from 15:00 to 16:30 at the IFEMA’s Mare Nostrum Space (Av. Capital de España, 7, 28042, Madrid, Spain) a round table entitled “Cooperation and governance for innovation in prevention, firefighting and restoration of burned spaces”.

The CILIFO project will be presented at this round table, as a case study regarding the need for international partnership methodologies. CILIFO is a pilot project for cross-border cooperation between Spain and Portugal in the EU. With a budget of 25 million euros, it is the project with a largest budget in the field of fires financed by the INTERREG VA Spain-Portugal POCTEP cross-border cooperation program (2014-2020). CILIFO is a center for promoting, training and cooperating in the innovation when preventing and fighting forest fires. Latin America is a region that suffers from dramatic forest fires in the Amazon, so Chile, as a country affected by the scourge of fires will share its experiences with its mayors and business representatives.

The COP25 will host the official launch of the Firefighting Open Innovation Lab, an accelerator-incubator of business innovations ―startups, scaleups― in the fight against forest fires and the mitigation and adaptation to climate change. The Firefighting Open Innovation Lab is an accelerator managed by the Finnova Foundation, based in Seville and with the aim of promoting a network of incubators ―in a public-private partnership― at a global level for fighting forest fires and mitigating and adapting to climate change. In addition, the European Union’s financial tools for innovation and fire-fighting, such as Horizon Europe and the LIFE programs, will be discussed.

The closing ceremony will be carried out by a representative of the Startup Europe Awards (SEUA), and the Firefighting Cop25 Global Awards will be launched, in the framework of the SEUA (startupeuropeawards.eu) ―Open Innovation methodology within the European Commission’s Startup Europe. This call will identify disruptive innovations and is managed by the Belgian entity Startup Europe Accelerator.

CILIFO participates in the European Week for Waste Reduction

The CILIFO project, financed by the ERDF funds through the Interreg VA Spain-Portugal POCTEP Cross-border Cooperation Program (2014-2020), was presented by the Finnova Foundation, beneficiary of the project, it the European Week for Waste Reduction, at the headquarters of the Committee of the Regions of the European Union.

On the occasion of the European Week for Waste Reduction (https://www.ewwr.eu/en) and within the framework of the CILIFO project, the Finnova Foundation organized at the European Committee of the Regions (CoR) in Brussels, on October 19th, a round table to analyze the challenges posed by waste and innovation linked to circular economy in the forest waste sector, as a means of enhancing the local economy and preventing forest fires. The CILIFO project contributes to climate change adaptation and mitigation. For this reason, CILIFO works on the good management of forest waste and its valorization that help to find innovative solutions that promote the adaptation and mitigation of climate change.

The round table was entitled “Green Deal: circular economy and climate change. Interreg CILIFO case study”. During the conference, professionals in the field of renewable energy and resource management took part, as well as others in the field of circular economy in order to highlight the importance of support from local governments in achieving a more sustainable development. The presentation of CILIFO was given by the CEO of the Finnova Foundation, Juan Manuel Revuelta, who stressed that it is the European fire-fighting project with the largest budget financed by the community initiative Interreg.

The incubator Firefighting Innovation Lab CILIFO (http://innovation.cilifo.eu) was also presented, highlighting the opportunities of this initiative within the CILIFO project. This accelerator aims to prioritize, among other things, the generation of new ideas aimed at reusing the waste resulting from fires.

CILIFO PARTICIPATES IN THE ROUND TABLE: “INCLUSIVE EMERGENCY MANAGEMENT”

On October 24, the III International Congress on Technology and Tourism for Diversity took place in Malaga, where the roundtable “Inclusive Disaster Management” was held, moderated by Lourdes González Perea, expert in technology and accessibility, of Fundación ONCE, and which was attended by Juan Antonio Ruso, from the Andalusian Environment Agency and coordinator of the CILIFO project, as well as other speakers such as:

CILIFO devotes attention to people with disabilities in forest fires

The ONCE Foundation, in the framework of the CILIFO project, held on Thursday the first social awareness conference dedicated to pay attention to diversity in forest fires.

Its objective was to help reduce the risks faced by people with disabilities, the elderly and other groups vulnerable to a natural disaster.

This meeting was addressed to agents oriented to emergency management, as well as to organizations and individuals who reside or enjoy the forest environment.

It was held in Seville, in the Territorial Delegation of the Ministry of Agriculture, Livestock, Fisheries and Sustainable Development of the Council of Andalusia and it counted with the presence, among others, of Lourdes González, coordinator of the CILIFO project at ONCE Foundation, and Natalí González , coordinator of the sensitization activity and technician of the Directorate of Universal Accessibility and Innovation of Fundación ONCE.

In the event it was explained in a practical way how to act when facing an emergency in the forest environment, as well as the techniques to adequately support people with disabilities. For example, the guidance of blind people in complex settings and communication with deaf people was mentioned. In addition, advice was provided aimed at promoting emergency communication through technology.

CILIFO organizes an awareness day on attention to diversity during forest fires

The conference will be carried out by the ONCE Foundation within the framework of the European project CILIFO on research and firefighting, led by the Council of Andalusia (Junta de Andalucía in Spanish)

The ONCE Foundation organizes in Seville the first day of social awareness on attention to diversity in forest fires. The initiative is part of the European project CILIFO (Iberian Center for the Investigation and Fighting of Forest Fires), led by the Council of Andalusia.

It aims to contribute to reducing the risks faced by people with disabilities, elderly people and vulnerable groups in a natural disaster.

This meeting is aimed at emergency management-oriented actors, as well as organizations and individuals that live in or enjoy the forest environment.

It will take place in Seville, on Thursday 28 November, from 10:30 to 13:30, at the Regional Office of the Ministry of Agriculture, Livestock, Fisheries and Sustainable Development of the Council of Andalusia.

During the conference, we will explain in a practical way how to respond to an emergency in a forest environment and how to adequately support people with disabilities. For instance, we will talk about how to guide blind people in complex environments and how to communicate with deaf people. In addition, advice will be provided to enhance communication of emergencies through technology.

QUARTERLY MEETING OF THE CILIFO PROJECT WORKING GROUPS IN CASTRO MARIM

Technical meetings of the CILIFO project working groups in Castro Marim, Portugal.

Seville, 15 November 2019.

On November 13, the 15 members of the CILIFO project consortium participated in the joint quarterly meeting of the project working groups in the Portuguese city of Castro Marim. CILIFO aims, through the expected results of its activities, to establish itself as a permanent center for the promotion and development of training, awareness-raising, research, and cooperation in forest fighting. All partners participated actively in the infrastructure, training, awareness-raising, research, coordination, and communication working groups. During the day, all partners presented the technical advances of the project, highlighting the launch of the CILIFO website and the website “Firefighting Open Innovation Lab” along with their social media in the communication part.

The CILIFO project is an ideal framework to keep betting on combating forest fires, inviting the general public, professionals, the scientific world and entrepreneurs to participate in this important work.

3rd International Congress on Technology and Tourism for Diversity

CILIFO addresses the inclusive management of emergencies at the 3rd International Congress on Technology and Tourism for Diversity.

The ONCE Foundation, as part of CILIFO, held a Co-Design workshop within the framework of the 3rd International Congress on Technology and Tourism for Diversity, held in Malaga on October 24.

The aim was to know the opinion of users with different profiles (people with disabilities and elderly people) on the elements that an emergency management application should contain so that it is accessible to all people and meets all their needs.

Also, as part of the Congress, the round table on Comprehensive Disaster Management was held with the participation of Juan Antonio Ruso, Deputy Director of Forest Fires and Environmental Emergencies of the Andalusia Environment Agency and coordinator of the CILIFO project.

The panel discussed various aspects of emergency management from a disability and accessibility perspective. Experts like Andrés Balcázar, Director of Disability Care in the Mexican National Human Rights Commission; Parul Sharma, expert consultant in emergency management in the Indian Ministry of Social Justice; and Jesús Fernández Lozano, professor at the Department of Systems Engineering and Automatics at the University of Malaga, participated in the panel. The panel was coordinated by Lourdes González, coordinator of the activity carried out by the ONCE Foundation in the CILIFO project.

Diagnosis of Operational Opportunities for Forest Fire Extinction from Landscape Management and Efficiency Analysis

This event of work and exchange of experiences and advances in the knowledge of this subject took place on October 11 2019 in the “Sala de Grados” of the Library of the University Campus of Rabanales in the University of Cordoba.

The seminar had an international focus with the collaboration of the Project Leader of the line of research in economics and forest fires, and operational risks in the action of extinguishing the “Human Dimension Program, RMRS USDA Forest Service”, Dr. Dave Calkin.

The program of the presentations was completed by the contributions of Prof. Dr. Francisco Rodríguez y Silva, responsible and director of the Forest Fire Laboratory of the University of Córdoba. The program of the Seminar-Workshop was as follows:

The round table incorporated interesting reflections on the application of the scientific advances recently developed and currently evolving by the Wildfire Risk Team of the Human Dimension Program and the Forest Fire Laboratory of the University of Cordoba, in the territorial geography of the Interreg-Poctep “CILIFO”. The definition of the “delineable operational perimeters” (PODs), the potential control lines (PCLs) and the spatialized determination of the extinction difficulty index, were presented as novel tools for the production of thematic maps aimed at better understanding the options of extinction and reduction of uncertainty in decision-making aimed at control and forest fire suppression. The presentations are being integrated into a digital publication that will be located in the downloads and blog section of the website of the Forest Fire Laboratory of the University of Cordoba (LABIF-UCO): www.franciscorodriguezysilva.com

Cecilia Malmström, la Comisaria Europea de Comercio, vincula el Tratado UE-Mercosur a la lucha contra incendios

El Proyecto Interreg CILIFO podría inspirar a la lucha contra incendios y la prevención del cambio climático en países como Chile y Brasil

Bruselas. – septiembre de 2019.- La comisaria europea de Comercio, Cecilia Malmström, participó en Fórum Europa, un acto organizado por Nueva Economía Fórum, en el que habló sobre los desafíos actuales del comercio internacional, multilateralidad y tratados comerciales. Malmström destacó los importantes logros de la UE en materia de comercio internacional con países como Japón o Vietnam y regiones como América Latina. De las relaciones con esta última destacó el Acuerdo de asociación con Mercosur, alcanzado hace tan solo unos meses tras 20 años de negociaciones. Según la comisaria, estos acuerdos “reflejan los desafíos globales como el cambio climático o la economía digital y las necesidades de desarrollo”.

Respecto al cambio climático, Malmström subrayó que el tratado con Mercosur contiene compromisos específicos en materia de protección del medio ambiente, tales como la implementación del Acuerdo de París sobre el Cambio Climático por parte de los países integrantes, entre ellos Brasil, algo especialmente relevante tras los incendios que asolaron el Amazonas el pasado agosto: “Brasil se comprometió en el Acuerdo de París a una reducción de un 37% de las emisiones y a replantar 12 millones de hectáreas de árboles en el Amazonas hacia 2030. En el acuerdo con Mercosur, estos compromisos quedan reforzados, dando a la UE la posibilidad de examinar su cumplimiento e iniciar un proceso de consultas en caso de no respeto”, afirmó.

Durante la jornada, el director de la Fundación Finnova, Juan Manuel Revuelta, presentó a la comisaria CILIFO, un proyecto relativo a la lucha y prevención de incendios forestales cofinanciado por los fondos FEDER de la Comisión Europea a través del Programa Interreg POCTEP (2014-2020). Se trata del proyecto Interreg con mayor dotación de contribución FEDER para proyectos cofinanciados por la Unión Europea en el sector de prevención y extinción de incendios forestales, con un presupuesto total de 24,6 millones de euros. Enfocado a la prevención y extinción de incendios forestales con tecnología punta, cuenta además con la primera incubadora-aceleradora vertical de apoyo al emprendimiento en temas de prevención, luchas contra incendios y regeneración de espacios quemados.

CILIFO podría servir de inspiración para crear nuevas prácticas medioambientales en el Amazonas y en otras regiones latinoamericanas en el campo de la protección contra incendios, especialmente en los ámbitos de prevención, operación y regeneración de superficies quemadas. De hecho, este proyecto ya es conocido en Chile, país en el que será presentado a través de Expo Emergencia, el foro de intercambio de conocimientos, experiencias, propuestas, novedades y desafíos en materias de Reducción de Riesgo de Desastres (RRD) producto del cambio climático, entre ellos los incendios forestales.

En sus objetivos de lucha contra el cambio climático, la Fundación Finnova no solo cuenta con CILIFO, sino que además ha lanzado los Firefighting Startup Europe Awards, una herramienta de innovación abierta para identificar y apoyar a emprendedores con nuevas ideas en el campo de la lucha contra incendios, generando un partenariado público-privado que les permita acceder a fondos europeos mediante la redacción de proyectos. Además, Finnova es miembro de Climate-KIC España, el Centro Español de Innovación en Cambio Climático.
